Britain Backtracking on Terrorism Legislation

Charles Clarke, the British Home Secretary, has indicated that he is ready to water down contentious plans to hold terrorism suspects for up to three months without trial. This comes only a week after he said the measure was necessary for the security of the nation, and after he held talks with Muslim leaders. At that meeting, the Muslim leaders promised to confront fundamentalist imams who preach hatred of western values. They vowed to travel the country denouncing terrorism.

Pardon my skepticism. What do they mean by “terrorism?” I’d be willing to bet that, at best, the term will be applied only to acts of violence within the UK. If so, it will leave the fundamentalist imams free to encourage terrorism outside of the UK; in particular, in Israel and Iraq.
